Arizona Disability Lawyers: Two of the Four Offices Deciding Your Claim Sit in the Same City

Three Social Security hearing offices cover Arizona, two in Phoenix and one in Tucson, and a fourth decides Arizona claims from California. Chinle, on the Navajo Nation, is assigned to Phoenix roughly three hundred miles away. Yuma is assigned to San Diego.

Arizona is the sixth largest state by area and has three hearing offices, two of them in the same city. The result is service areas that stretch from the Mexican border to the Utah line, and assignments that have far more to do with how Social Security drew its field office map than with what is near you.

Where your case is decided

Which Arizona Hearing Office Decides Your Disability Claim?

Phoenix North, a separate office in the same city, takes Phoenix North, Glendale and Prescott.

The office that hears your Arizona case is chosen by the Social Security field office serving your address. It does not follow county lines and it does not follow distance. You can ask Social Security to hear the case at a different office, with the reason in writing, and it decides whether to transfer it.

Phoenix takes the center and the north, including Mesa, Apache Junction, Flagstaff and the Chinle and Tuba City field offices on the Navajo Nation. Phoenix North, a separate office in the same city, takes Phoenix North, Glendale and Prescott. Tucson takes the south, from Nogales and Douglas on the border across to Casa Grande, Safford, Globe and Show Low.

Two assignments cross the state line, in opposite directions. Yuma, in Arizona's southwest corner, goes to San Diego. Needles, California, comes the other way to Phoenix North. What a hearing actually involves is set out on our hearings page.

Service area lines name Social Security field offices rather than cities or counties, which is how the assignment is actually made. The San Diego card lists only the Arizona field office it takes; it also serves a large part of southern California.

Three hearing offices decide Arizona claims: Phoenix (Downtown), Phoenix (North) and Tucson.

Every field office assignment and office address is on our hearing office routing page.

Average wait times change from month to month. Social Security publishes the average wait time for each hearing office and updates it monthly, so check the office that takes your claim.

Before any judge sees it

Who Decides Arizona Disability Claims Before a Judge Does

Social Security takes the application and decides the non-medical parts, then sends the file out for that review and takes it back.

An Arizona state agency makes the medical decision on your claim, from branches in Phoenix and Tucson, not the hearing office your file is eventually assigned to. An Arizona state agency makes it under Social Security's rules and at its expense, collecting your records and applying the federal definition of disability to them. Social Security takes the application and decides the non-medical parts, then sends the file out for that review and takes it back.

Most claims end at that stage rather than in front of a judge, and the file a judge eventually reads is the one built during it. In a state where records may come from a clinic hundreds of miles from the office reviewing them, getting those records into the file completely is the part of the process that actually moves. Where you file is what sets everything that follows.

What three offices means across a state this size

Why Arizona Disability Claims Travel So Far to Be Heard

Look at what each office carries. Phoenix runs from Apache Junction in the metro up through Flagstaff to Chinle and Tuba City, which sit on the Navajo Nation in the far northeast. Chinle to the Phoenix hearing office is roughly three hundred miles. Tucson runs from Nogales on the Mexican border across to Show Low, which is in the northeast of the state and much closer to Phoenix than to Tucson.

None of that is a defect and none of it is a disadvantage in itself. Social Security placed hearing offices where most of the population is, and in Arizona most of the population is in two metros. What follows is that a large share of the state's land area, and the communities on it, are served from a long way off.

The practical effect is on logistics rather than on outcome. Most hearings are held by phone or by video, and you can ask for one in person, so a distant office does not automatically mean a long trip. If you want to appear in person, that is arranged with the office holding your case, and Social Security pays travel costs above seventy-five miles. What it does mean is that the staff handling your file, the address your notices come from, and the calendar your date comes off all belong somewhere else, and that finding out which office has your case early is worth more here than in a compact state.

I live on the Navajo Nation. Which office hears my case?

Phoenix. The Chinle and Tuba City field offices are both assigned to the Phoenix hearing office, which for Chinle means an office roughly three hundred miles from home across the width of the state. The assignment follows the field office serving your address, and there is no closer hearing office in Arizona. You can ask Social Security to hear the case at a different office, with the reason in writing, and it decides whether to transfer it.

Why is Yuma heard in California?

Because the Yuma field office is assigned to the San Diego hearing office. Yuma sits in Arizona's southwest corner, closer to San Diego than to Tucson or Phoenix by road, and Social Security drew the service area around that rather than around the state line. The exchange runs both ways: the Phoenix North office hears claims filed at Needles, California.

There are two Phoenix hearing offices. Which one gets my case?

Whichever one your field office is assigned to, and it is not a preference you enter on a form. You can ask Social Security to hear the case at a different office, with the reason in writing, and it decides whether to transfer it. The Phoenix office at Seventh Street takes Phoenix Downtown, Mesa, Apache Junction and the northern field offices. Phoenix North on 25th Avenue takes Phoenix North, Glendale and Prescott. Two people in the same metro can be assigned to different offices.

Show Low is in northern Arizona. Why is it heard in Tucson?

Because the Show Low field office is assigned to the Tucson hearing office rather than to either Phoenix office. It is one of several Arizona assignments that do not follow the map, and it is a long way from Tucson. Distance does not enter into how the service areas were drawn.

My records are at a clinic four hours from the office reviewing them. Does that hurt my claim?

Not in itself, but it changes what you have to watch. A reviewer working from Phoenix or Tucson cannot walk down the hall for a missing chart, so gaps in a file from a distant provider tend to stay gaps unless someone chases them. In a state this spread out, confirming that records actually arrived matters more than it does somewhere compact.

Arizona has three hearing offices for a state this size. Is that unusual?

It is on the thin side, and the consequence is visible in the service areas. Phoenix covers from Apache Junction up to the Utah line, and Tucson covers from the Mexican border across to Show Low. Fewer offices means wider territories, which affects how far your file travels rather than how it is decided.
