California Disability Lawyers: Seventeen Hearing Offices, and the Map Does Not Follow Geography

Seventeen Social Security hearing offices decide California disability claims, more than any other state. Which one takes your case is set by the field office serving your address, not by distance, and several assignments cross most of the state. Bakersfield claims are heard in San Francisco.

Seventeen is not a close call. New York has ten, Florida eight, Texas seven, Arkansas two. What the largest hearing network in the country does not give you is a map you can read by looking at it, and that is the part worth knowing before you plan anything around your own case.

Where your case is decided

Which California Hearing Office Decides Your Disability Claim?

Ontario and Pomona Valley sit outside Orange County and are heard at Orange.

The office that hears your California case is chosen by the Social Security field office serving your address. Distance is not the test. You can ask Social Security to hear the case at a different office, with the reason in writing, and it decides whether to transfer it.

In a state this size that produces routing most people would not guess. Bakersfield and Delano sit in Kern County in the southern Central Valley, and both are served by the San Francisco hearing office at the far end of the state, while Fresno, which is far closer to them, takes Porterville and Visalia instead. Ontario and Pomona Valley sit outside Orange County and are heard at Orange. Needles is not heard in California at all: the office serving it, Colorado River Basin, is listed under Arizona and assigned to Phoenix North. The traffic runs both ways, because San Diego hears claims filed at Yuma, Arizona.

None of that changes the legal standard applied to your file. What it changes is whose calendar your hearing date comes off. The sixty-day appeal clock runs from the notice, not from where the office sits.

Service area lines name Social Security field offices rather than cities or counties, which is how the assignment is actually made.

17 hearing offices decide California claims: Fresno, Long Beach, Los Angeles (Downtown), Los Angeles (West), Moreno Valley, Norwalk, Oakland, Orange, Pasadena, Sacramento, San Bernardino, San Diego, San Francisco, San Jose, San Rafael, Santa Barbara and Stockton.

Every field office assignment and office address is on our hearing office routing page.

Average wait times change from month to month. Social Security publishes the average wait time for each hearing office and updates it monthly, so check the office that takes your claim.

Before any judge sees it

Who Decides California Disability Claims Before a Judge Does

Where your file went at the application stage tells you nothing about where your hearing will be.

The agency deciding whether you are medically disabled is not Social Security. In California it is the Disability Determination Service Division, a division of the California Department of Social Services, and it does that work from branch offices spread across the state. Social Security's professional relations directory lists twelve California DDSD branches plus a central support branch, running from Clovis and Covina to Rancho Bernardo, Roseville and Stockton.

One practical thing follows. The branch reviewing your medical file and the hearing office that later schedules you are two different operations, picked by two different rules, and they are often in different parts of the state. Where your file went at the application stage tells you nothing about where your hearing will be.

What an approval is worth here

An SSI Approval in California No Longer Costs You Food Benefits

An SSI approval in California brings the federal payment, a state supplement on top of it, Medi-Cal enrollment, and the ability to apply for CalFresh. The last of those is recent, and it is specific to this state.

California adds a State Supplementary Payment to the federal SSI benefit. For decades that supplement was the reason SSI recipients here could not receive food assistance at all. The state had opted into a policy called cash-out, folding a ten-dollar food component into the state supplement in place of CalFresh eligibility. Social Security's own 1979 ruling on the policy names California alongside Massachusetts, New York, Wisconsin and Nevada as the states that originally took that option. California ran it until 2019.

Assembly Bill 1811 reversed it, and the Department of Social Services states that beginning June 1, 2019, people receiving or authorized to receive SSI and SSP became eligible for CalFresh. If somebody told you years ago that going on SSI in California meant giving up food benefits, they were right at the time and they are wrong now. Our SSI claims page covers what the program requires.

What seventeen offices actually buys you

Why California's Seventeen Hearing Offices Do Not Give You a Readable Map

A claimant in Bakersfield is served by an office at the opposite end of California.

What seventeen offices buys is coverage. Most Californians fall inside the service area of an office handling a manageable slice of the state rather than one office absorbing an entire region, and the service areas are narrower and more specific than in a two-office state.

What it does not buy is predictability. A claimant in Bakersfield is served by an office at the opposite end of California. A claimant in Needles is served by an office in another state. A claimant in Ontario is heard outside their own county. None of those follow from looking at a map, and none of them are errors.

So the practical instruction is narrower than it sounds. Do not plan around the office nearest you, because it may well not be yours, and do not assume the biggest city near you has the office that will hear your case. Find out which of the seventeen your address actually routes to, early, because that is the office whose calendar your hearing date comes off and whose procedures your file has to satisfy.

Does living in a big California city mean a closer hearing office?

Not reliably. Los Angeles has two hearing offices and Long Beach has its own, so the metro is well covered. Bakersfield is a city of several hundred thousand people and has none, which is why its claims travel to San Francisco. Size does not decide it; the field office service area does, and those were not drawn around population centers.

My hearing notice names an office hundreds of miles from my home. Can I ask for a closer one?

Almost certainly not, and the distance is usually not a mistake. The assignment comes from your field office. You can ask Social Security to hear the case at a different office, with the reason in writing, and it decides whether to transfer it. If travel is the worry, the useful question is the format of the hearing rather than the office on the notice, because the format is what decides whether you go anywhere.

Does California have more hearing offices than any other state?

Yes, by a wide margin. Seventeen offices hear California claims, against ten in New York and eight in Florida, and no other state is close. It is worth knowing what that does and does not buy you: it means most Californians fall inside the service area of an office handling a manageable slice of the state, and it does not mean a shorter wait.

I filed in Needles. Why is my hearing in Arizona?

Because the field office serving Needles is Colorado River Basin, which Social Security's locator lists under Arizona and assigns to Phoenix North. The office spans the river, so a Needles address is served from the Arizona side. California takes work in the other direction too, since the San Diego office hears claims filed at Yuma, Arizona. Neither crossing changes the standard applied to your file, which is federal and the same in every state.

I already get CalFresh. Will an SSI approval in California end it?

No. Before June 2019 it would have. California ran a policy called cash-out that made SSI and SSP recipients ineligible for CalFresh, in exchange for ten dollars added to the state supplement. Assembly Bill 1811 reversed that, and the California Department of Social Services states that from June 1, 2019 forward, people receiving SSI and SSP became eligible for CalFresh. The same bill created two state-funded nutrition programs for households whose benefits dropped because of the change.

What is DDSD, and why is my file with them instead of Social Security?

DDSD is the Disability Determination Service Division, a division of the California Department of Social Services. Social Security takes your application and decides the non-medical parts of the claim, then sends the file to DDSD, which collects your records and makes the medical decision. Mail arriving from a state agency you never applied to is normal at that point and does not mean your claim has left the Social Security system.
