Florida Disability Lawyers: For Many Adults Here the Disability Decision Is the Coverage Decision
Florida has not adopted Medicaid expansion, so the federal work requirement written against the expansion group does not reach it. For many working-age adults here, a disability approval is the thing that opens coverage rather than a rule that threatens it.
Elsewhere in the country the current question is whether new conditions will cost people the coverage they have. Here the question is older and simpler, and it has not changed: whether there is any coverage to have. That puts more weight on the disability decision in Florida than in most states. Nine hearing offices decide Florida claims and one of them is in Alabama.

Why the new rules do not reach Florida
Medicaid Work Requirements and a Florida Disability Claim
Florida has not adopted expansion, so the rule has nothing to attach to.
Because there is no expansion group here for them to apply to. Federal law passed in 2025 conditions Medicaid expansion coverage on 80 hours a month of work, training, community service or qualifying income for able-bodied adults aged 19 to 64, under 42 CFR 435.552, or, as an alternative that stands on its own, enrollment at least half time in an educational program. Florida has not adopted expansion, so the rule has nothing to attach to.
Worth being plain about what that means rather than leaving it as good news. A rule cannot take coverage away from people who were never offered it. Claimants in other states are working out how to document an exemption. Claimants here are working out how to see a doctor at all while they wait.
So the practical position in Florida is unchanged by the biggest Medicaid change in a decade, and that is the point worth carrying into how a claim is built.
What an approval opens
How an SSI Approval Affects Florida Medicaid Coverage
Coverage, without a second application. Florida is one of the states where Social Security makes the Medicaid eligibility decision at the same time it decides the SSI claim, so an approval does not send you to a state agency to start again.
That matters more here than it would in a state with other doors. For a working-age adult without a dependent child and without a disability determination, Florida's Medicaid pathways are narrow, which is why the disability decision carries weight beyond the monthly payment.
It is a hard thing to read and it is better read early. People who understand it tend to file sooner and document better, and both of those change outcomes.
Building a record without insurance
Medical Evidence for a Florida Disability Claim Without Coverage
It does not, but it does mean the file is the work.
With what exists, used deliberately. Federally qualified health centers and county health departments charge on a sliding scale. Hospital charity care programs exist and are consistently underused. Prescription assistance programs are real and take paperwork rather than money.
None of that is as good as insurance, and saying otherwise would be dishonest. What it does is produce the thing a claim is decided on, which is a record of visits over time rather than a single dramatic document.
The fear here is that a thin file means a hopeless claim. It does not, but it does mean the file is the work. A claim with consistent modest records usually reads better than one with a long gap and a recent specialist letter.
Where your case is decided
Which Hearing Office Decides Your Florida Disability Claim?
One of nine, and eight of them are in Florida. Miami, Fort Lauderdale, Tampa, St. Petersburg, Ft. Myers, Orlando, Jacksonville and Tallahassee divide the state between them.
The ninth is in Alabama. The Pensacola and Ft. Walton Beach field offices in the western panhandle are assigned to the Mobile hearing office, alongside five Alabama offices, which is ordinary for a corner of a state that sits closer to another state's city.
Port Orange appears in the hearing office locator as a satellite of the Jacksonville office rather than as a tenth office of its own. The assignment follows the Social Security field office serving your address.

Nine hearing offices decide Florida claims: Fort Myers, Ft. Lauderdale, Jacksonville, Miami, Mobile, Alabama, Orlando, St. Petersburg, Tallahassee and Tampa. Mobile sits outside Florida. Tallahassee also takes claims filed in Georgia.

Average wait times change from month to month. Social Security publishes the average wait time for each hearing office and updates it monthly, so check the office that takes your claim.

Florida SSDI Questions: Coverage, Evidence and Hearing Offices
Do the new Medicaid work rules apply in Florida?
Not to Florida, because the coverage they condition does not exist here. The federal requirement is written against the Medicaid expansion group, meaning working-age adults covered because a state adopted expansion, and Florida has not adopted it. That is an accurate answer and a cold one: the rule cannot take coverage away from people who were never offered it.
Does an SSI award bring Florida Medicaid with it, or is that a second application?
It comes with it. Florida is one of the states where Social Security makes the Medicaid eligibility decision at the same time it decides the SSI claim, so an approval does not require a separate application to a state agency. That is worth knowing precisely because so much else here requires a second step.
I am too sick to work but have no children at home. What coverage is there?
For many adults in that position, very little until a disability claim succeeds. Florida's Medicaid pathways for working-age adults are narrow without a dependent child or a disability determination, which is why the disability decision carries more weight here than it does in a state that expanded. It is a hard answer and it is better to have it early than to discover it.
How am I supposed to build medical evidence with no coverage?
By using what does exist and documenting all of it. Federally qualified health centers and county health departments charge on a sliding scale, hospital charity care programs exist and are underused, and prescription assistance programs are real. None of that is as good as insurance. What matters for the claim is that visits happen and records are created, because a file with a thin middle is the most common reason a genuine claim fails.
Are the eight Florida offices interchangeable, or does mine matter?
The rules are identical and the calendars are not. Every office applies the same federal standard, so no office is a better or worse place for a claim on its merits. Each runs its own queue, and Social Security publishes the current average wait for every one, so the figure worth looking up is the one for the office holding your file.
I filed in Pensacola and my hearing office is in Alabama. Why?
Because the western panhandle is assigned to Mobile. Social Security's hearing office locator puts the Pensacola and Ft. Walton Beach field offices with the Mobile hearing office, alongside five Alabama offices. It is an ordinary arrangement for a corner of a state that sits closer to another state's city, and it changes nothing about the rules applied to your file.
